Orange County RACES MOU Communications Drill
RACES (Radio Amateur Civil Emergency Service) is a protocol created and managed by FEMA and serves to augment communications in an emergency using Amateur Radio. MESAC is the Costa Mesa city equivalent of Orange County RACES and the MOU (Memorandum of Understanding) guides our participation. Twice a year, OC RACES holds communication drills wherein MESAC and other city RACES organizations take field observations and pass them and other messages for action to a central authority. Messages are sent via VHF/UHF radio, HF radio, and digital means. Members improve their communication skills using the MESAC radio room at the Costa Mesa Emergency Operations Center.
